Barry W. Windsor B. Comm., LL.B., Member of the Saskatchewan Bar
Barry was born and raised in Saskatchewan, educated at the University of Saskatchewan in Saskatoon. He graduated with a Bachelor of Commerce General Business Degree in 1985, and a Bachelor of Laws in 1986. He has practised in the area of municipal law for the past 21 years.
Barry commenced articles with the City Solicitor, City of Regina in 1986, and was admitted to the Bar in Saskatchewan in 1987. He was then employed as a staff solicitor with the City of Regina for the next 15 years. While with the City of Regina, Barry had a varied practice experience, with his most recent area of responsibility being the subdivision, development and real estate work, as well as drafting zoning and subdivision bylaws for the City. Prior to that assignment, Barry practised in the areas of construction law, bylaw enforcement and prosecution of offences, acquisition contracts, as well as providing general municipal advice. Barry was also seconded to act as the Manager of Taxation for the City in 1993-94, for a period of 18 months, during which he was responsible for all billing and collection of taxes and licenses in the City of Regina, supervising a staff of 23.
Barry moved with his family to Calgary in July of 2002 to commence private practice. He currently represents a number of municipalities, as well as doing subdivision and development work on behalf of both municipalities and developers. Barry is active in the Alberta Municipal Legal Advisors Association and has presented a number of papers at their annual conference.
In July of 2007, Barry started his own firm, Windsor Jensen LLP, with partner Darlene Jensen. The practice concentrates on providing services to small and mid-size municipalities in Alberta, as well as providing expertise to clients with respect to the areas of subdivision, development, and bylaw enforcement.
Barry is currently active as a volunteer and member of the Board of Directors for the Cascade Swim Club. He also has been a member and President of the Board of a non-profit corporation that operated group homes for mentally disabled adults in Regina, and also has sat on the executive of the Elsie Mironuck Home and School Association (Regina).
His interests include golf, music, art, triathlons, and his family. He and his wife Wendy have two active boys, Jacob, age 11 and Lucas, age 14.
